Reasons for losing MPH

I just bought a 2010 Godfrey Sanpan I/O with a 350 MAG Bravo III.  When I first took it on the water it would go approximately 53 MPH.  I have gradually lost MPH over the last several months and right now I am pushing about 38 MPH.  I have heard algae build-up can slow down a boat (it has been in the water for 4 months in a boat slip) but 15 MPH seems like quite a bit of lost speed from algae.  Any thoughts?  Also, how often and when should I run the bilge pump and blower (buttons on dash for both of these)?  This is my first boat if you can't tell but I have been very pleased with everything other than the loss of MPH.  Could it be carrying excess water weight that I don't know about?
